Unelected Officials Accused of Interfering With 2024 UFO Transparency Hearing

Matthew Brown, a former Department of Defense (DoD) official and IMMACULATE CONSTELLATION whistleblower, has alleged in an interview with journalists Jeremy Corbell and George Knapp that unelected government bureaucrats - likely connected to the CIA - interfered with a Congressional hearing on Unidentified Anomalous Phenomena (UAP) held on 13 November 2024.
The Hearing centred around a summary report authored by Brown, detailing the alleged IMMACULATE CONSTELLATION Unacknowledged Special Access Program (USAP) tasked with tracking advanced craft of both human and non-human origin.
Speaking to Corbell and Knapp in the final instalment of a three-part interview series, Brown spoke of the:
“Executive Branch in the halls of Congress determining what the business of Congress is — and not even through the courtesy of a phone call to the Vice President or the President, but through minions and stooges, unelected, probably CIA.”
Brown added:
“I got to see someone else be scared. Not the bosses of the people who interfered in Congress, but the minions themselves, because their bosses didn't tell them what was going to happen.”
“By all appearances, both behind the scenes and in front of them, the submission of this report onto the Congressional Record, and its announcement, caught people by surprise.
“Its distribution was allegedly very tight, and these unelected members on these congressional staffs that get to set the agenda for our elected leaders had to scramble and adjust in real time; they panicked.”
Corbell and Knapp were instrumental in making the hearing happen.
The journalists revealed that, during meetings with members of Congress to organise the hearing, “national security folks” would enter those meetings asking what assets they had.
At one point, there were even efforts to bring them into a Sensitive Compartmented Information Facility (SCIF). Corbell and Knapp declined the invitation due to their own security concerns and the advice of federal lawyers.
At the Hearing within the Cybersecurity, Information Technology, and Government Innovation, its Chair, Representative Nancy Mace, opened her remarks by stating:
“I’m not going to name names, but there are certain individuals who did not want this hearing to happen - they feared what might be disclosed. But we stood firm. No amount of outside pressure would ever keep me from pursuing a subject to ground - come hell or high water.”
Subsequently, the Congressionally requested introduction page to Brown’s report - written by Corbell - was suspiciously removed from the upload to the Congressional Record, and a fake blank page was even inserted in its place.
With the exception of Representative Tim Burchett, no members of the Committee acknowledged Corbell’s pivotal role in introducing and distributing the report to Congress months before the hearing - an effort intended to give members ample time to vet both the whistleblower and the information presented.
Burchett, when explaining the issue, stated there was a ‘security issue’ which led to Corbell not being acknowledged.

The consequences of this are deeply troubling: democratically elected members of Congress are being actively undermined and silenced by unelected officials within the Executive Branch, including figures from the Intelligence Community.
This not only erodes the separation of powers but strikes at the very heart of democratic oversight and accountability.
The opening sentence of Brown’s report suggests that he was privy to more information than the IMMACULATE CONSTELLATION report he found on a classified network used by the U.S. intelligence community for sharing sensitive information. The sentence states:
‘This document is the result of a multi-year, internal investigation into the subjects of Unidentified Anomalous Phenomena (UAP), Technologies of Unknown Origin (TUO), and Non-Human Intelligence (NHI).’
Only Section 1 of Brown’s report details IMMACULATE CONSTELLATION, with sections 2, 3, 4, 5, 6 and 7 dedicated to:
U.S. Government Imagery Intelligence
Defense Human Intelligence Reporting
Department of Defense Bureaucratic Records
Restricted U.S. Government Historic Records
Signals Intelligence
Sensitive Sources.
One report, within ‘Imagery Intelligence’ features a disc using clouds for concealment.
Elaborating on this case further, Brown told Corbell and Knapp:
"It's pretty striking, because you're watching it from space. It's always cool to watch satellite feeds, and that's just something the general public doesn't get to see.
"And then, just the size of it - it was immediately like, ‘Woah... what the hell is that?’ I assume it was infrared, so it was black-hot for that one, with the white clouds around it.
"It’s almost playful in its activities - or like it was startled. But it's one of those cases where I look at it and think, ‘That looks like a flying saucer.’ Still, it might be one of those things where - maybe - that was actually one of ours, in the wrong place at the wrong time."
Expanding on why the disc appeared startled, Brown suggested it was as if the object sensed it was being observed:
“It's just looking at an area over the ocean…..and this thing just comes trundling along, underneath the cloud cover, [it] comes up, and then right when it's almost centre frame, it scoots off to the side and tries to get out.”
In the interview, Corbell confirmed that his own sources had verified the existence of the disc footage witnessed by Brown, lending further credibility to the claims.
Expanding on his earlier comments about the involvement of an international non-state actor in UAP secrecy, previously shared with Corbell and Knapp, Brown stated:
“This [UAP secrecy] doesn't ultimately reside in the government anymore. This is held in an illegal internationalist regime; some sort of international cabal of sorts, [a] mix of corporate, military, political, intelligence and criminal interests that have come together.
“And they have subverted us and have taken this and have made it the source of their wealth and power.”
Brown later added that an internationalist cabal - representing a breakaway civilisation - has tightly controlled, suppressed, and distorted the science it has exploited, leaving ordinary humans behind.
Liberation Times has spoken with multiple sources who confirmed this information, further revealing that a covert financial system plays a key role in maintaining the secrecy.
Asked if he believed whistleblowers had been killed because they knew too much about UAP secrecy, Brown responded:
“Yes, I believe, and I think, and I could probably help someone else prove it. But lethal action has been taken against people that tried to get the truth out.”
Brown has admitted that, for now, he is holding back information which was not communicated in his report sent to Congress. On this, Brown said:
“Things are sequentially out of order. There are missing sections. One of the last sections says ‘sensitive sources’, ‘from mouth to ear.’”
Matthew expanded upon this, confirming that words were only spoken from his own mouth to another’s ear.
When asked about the allegation that advanced non-human species are visiting Earth, Brown commented:
“I think there is not a single ‘they’ here. [There are] certainly multiple factions of the same species, if not multiple species - and all the complexity that brings - which might be our best hope.”
Other sources have corroborated this to Liberation Times, confirming that distinct factions do exist.
According to these sources, some non-human entities are benevolent, others malevolent, and some fall somewhere in between, with all playing a role in a broader control system designed to influence humanity.
With the anticipated Congressional hearing - originally expected this week - postponed, and little action so far from the White House, Brown directly addressed members of the U.S. military and Intelligence Community, underscoring the unwavering determination he and others behind the scenes share in pursuing transparency.
As more voices step forward, and as journalists take on the role Congress has yet to fully embrace, Matthew Brown captured the urgency of this moment:
“I'd like to say directly to the members of our military and our intelligence community; the time is now, where you must choose, whether you honor your oath or your orders. And if you have courage, you already know the answer. But for the rest of you—lead, follow, or get out of the way. Get out of the way.”
