The Story Behind UFO Disclosure At The UN

We are on the precipice of witnessing the tiny landlocked nation of San Marino making an historic formal request to the United Nations.

Why historic? San Marino may request the creation of periodic UFO conferences under the UN’s aegis, dedicated to the study of the phenomenon. This would put the UFO issue on par with the world’s most pressing issues, from climate change to international disarmament.

This may be old news to you already. Perhaps, you are thinking that such an effort is a shot in the dark and has failed before.

But in this article, we’ll take a deep dive. We’ll explore some surprising details, which suggests there may be significant global cooperation behind the scenes.

And breadcrumbs lead to China.

Made In China

A step towards global UFO disclosure could usher in a new era of international cooperation and a golden age of technological progression, as nations jointly study and harness UFO machinery. And this may all stem from the small, beautiful but unlikely country of San Marino.

A positive response from the UN to San Marino’s request would be historic for world peace, technological cooperation and UFO transparency, which so many have longed for. It would also mean San Marino becoming the Geneva for UFOs, as cited by The Debrief.

Some may be unaware that the current effort for UN disclosure originated in China. In 2018, the world’s most populated country had an opportunity to become the leader of UFO disclosure at the UN - this ultimately failed, which we’ll explore later. However, it did set the ball in motion.

Instead of China, the spotlight may now fall on the tiny state of San Marino and its 34 thousand inhabitants.

Surprisingly, no mainstream media has covered the origins of the current initiative, which saw China organise two international UFO congress events in 2018: the first was in Chongqing, China, and the second one in Moscow, Russia.

This Chinese initiative had a very promising beginning before ultimately failing, perhaps due to COVID-19 and the U.S. trade war.

The initiative has now resurfaced, but without China at the helm.

Since the UN’s creation, there have been several attempts to legitimise the UFO topic internationally.

The most advanced attempt was in 1978, when Eric Gairy, Prime Minister of the newly formed State of Grenada, proposed to create a UN-backed global task force to study the nature and origin of UFOs. The idea was actually well received by the General Assembly. But in 1979, Gairy was ousted from power in a military coup and the British government fiercely opposed such efforts.

The current initiative wishes to repeat this process and make it a success.

September’s Symposium and Project Titan

The government of San Marino has been sponsoring UFO symposiums for thirty years. These have been organized by the ‘Centro Ufologico Nazionale’ (CUN), Italy’s main Ufological organization.

The 2021 symposium took place with the presence of the newly formed ‘International Coalition for Extra-terrestrial Research’ (ICER), a coalition of researchers, academics and specialists of the UFO phenomenon from 28 countries.

During this symposium, held on September 11 and 12, both organizations jointly presented ‘Project Titan’, a plan which would lead to the creation of a permanent structure within the United Nations and the organisation of periodic international conferences on UFOs, held in San Marino.

On September 13 2021, representatives of the two associations, CUN and ICER, officially presented Project Titan to San Marino’s Minister of Culture and the University of San Marino, asking the government to present the proposal to the Office of the Secretary General of the UN.

Very soon we will discover whether San Marino will decide to press ahead with Project Titan. If so, the proposal will undergo a preliminary examination and discussion at the United Nations, before being submitted to a vote by the General Assembly.

If passed, the UN would then proceed with establishing the structure for an international UFO (otherwise known as UAP) World Conference. So far, as reported by Tim McMillan, the only nation most likely to take issue with the UFO topic is the United Kingdom, which also opposed the previous UN effort.

But will the UK thwart the agenda of allies, such as the USA and France, should they wish to press ahead with the process? Unlikely.

As such, there may not be many hurdles to overcome, should San Marino submit the proposal.

But there is more to this, for there may be widespread support for disclosure among the world’s two superpowers, the U.S. (currently undergoing its own disclosure process) and China, which is where the current effort originated from.

The Chinese Origins Of ICER

ICER was officially registered in 2021, but its origins date back to 2018 when the founding members visited China and Russia.

At the first 2018 conference in Chongqing, China, there were two members, Roberto Pinotti (from the CUN) and Don Schmitt (an American Ufologist). Nine other members attended the second conference in Moscow.

The organisation was then called the WCEC or ‘World Coalition for Extra-terrestrial Contact’.

The initiative to establish a worldwide UFO research organization came from a group led by Jin Fan, a member of the Beijing Aerospace Engineering Research Institute and executive chairman of the World China UFO Federation.

The Chongqing Congress was held under the name ‘American Roswell UFO Exposition’ - perhaps to obscure its true intentions. It took four years to prepare and was financed with the implicit approval of Chinese authorities.

Don Schmitt, a Roswell specialist (who was asked by the Chinese to create a Roswell museum in China) and Roberto Pinotti, were invited to participate in the Congress alongside officials and cosmonauts from China and Russia.

The Congress was organized by the World China UFO Federation, the Dalian Research Society and Jiankejia Holographic Health Industry Co Ltd.

The opening ceremony was also attended by famous and official guests including:

  • Dennis Antoine, Grenada’s Ambassador to China

  • Anatolii Artsebarskii, a Russian cosmonaut who flew the Soyuz 12 mission to the Mir space station

  • Huang Yi, president of Jiankejia Holographic Health Industry Co Ltd

The relevant leaders of Chongqing municipal government and Sichuan provincial government were also present, as were American film director James Fox and Sun Xili, president of the World China UFO Federation.

At the event Roberto Pinotti and Don Schmitt were asked to contact other prominent researchers from different countries, with a view to them attending a second conference in Moscow.

The Five Continents Forum, Moscow

The Moscow conference was named the Five Continents Forum. It took place over three days from October 15-17, 2018, at the Majestic Hotel Cosmos, across from the Russia’s Space Museum.

The event was again funded by China. It was promoted by scientific organizations from Russia and China, involved in space research, with governmental, commercial and industrial support from both countries. The organization of this event was jointly led by the World China UFO Federation and Kosmopoisk, a Russian UFO research organization.

1,000 people attended, including 200 associated to the Chinese and Russian space programs. Also in attendance were government officials from the China and Russia.

Many personalities were present, some of them having also attended the Chongqing Congress; from the Russian side, guests included:

  • Russian cosmonaut Anatolii Artsebarskii, who was joined by other cosmonauts

  • The president of Moscow’s Chamber of Commerce and Industry

  • Representatives from the Association of Industrial Parks of Russia

  • Representatives from Russia’s helicopter industry

  • Scientists from various backgrounds.

Among the Chinese, besides Sun Xili and Jin Fan, came: 

  • The Mayors of Chongqing, Shifang and Heze

  • Officials of the Sichuan administration

  • Huang Yi, the president of Jiankejia Holographic Health Industry Co Ltd

  • Song Yingdong, professor of aeronautics and astronautics in Nanjing

  • Dennis Antoine, Ambassador of the Republic of Grenada to China

  • Engineering start-ups, which were potentially invited with a view of being funded by the Chinese government.

UN representatives were also reportedly present (a claim made by Tom Delonge) at both conferences held in China and Russia.

The researchers invited by Roberto Pinotti and Don Schmitt and to present their ideas were:

Gary Heseltine (United Kingdom), Andrea Pérez Simondini (Argentina), AJ Gevaerd (Brazil), Lachezar Filipov (Bulgaria), Antony Choy (Peru), Haktan Akdogan (Turkey), Gábor Tarcali (Hungary).

Discussions took place between those researchers and Jin Fan of the World China UFO Federation.

They signed a series of agreements, most notably that the organization would operate on the basis of ‘one country, one vote’ and that all representatives should sign an oath of allegiance. The oath would state that each representative believed that the UFO/UAP phenomenon was real and related to an extra-terrestrial/non-human intelligence.

Everything seemed on course. The Chinese even committed to holding another ‘Five Continents Forum’ in China the following year, in May 2019. The conference would then become annual.

The headquarters for this Forum was planned to be built in the city of Heze in China, the birthplace of China’s first lady, Peng Liyuan.

The whole initiative would be funded by the Chinese. The researchers agreed that Jin Fan would become the President, Roberto Pinotti the Vice President, AJ Gevaerd, the Director for South America and Don Schmitt, the Director for North America.

The researchers present committed themselves to recruiting new representatives to reach 30 countries, who would be present at the next summit. The aim would be to create and propose an international research project on UFOs to the UN.

The United Nations Educational, Scientific and Cultural Organization (UNESCO) was specifically mentioned. This is potentially significant, as UNESCO’s mission is to promote world peace and security through international cooperation in education, the arts, the sciences, and culture.

This would chime with former AATIP director Lue Elizondo’s current messaging, that the UFO topic could bring nations together and usher in a new age of technological progression.

China Withdraws

The researchers stuck to their commitment, as more than 30 researchers were gathered.

The next congress would be decisive. A formal request would be made to the UN from Heze in May 2019. However, it was delayed several times by the Chinese organizers.

The last date suggested was February 2020, but there was no more concrete news. It appeared that the Chinese had backed away. Associated researchers speculated that this was due to economic tensions between the U.S. and China and the COVID pandemic.

But in the fall of 2019 (following earlier postponements), the assembled coalition of researchers had already decided to continue the initiative without the Chinese.

In the midst of the pandemic, the coalition held numerous online meetings to continue their work.

Born from these meetings was the International Coalition for Extraterrestrial Research, otherwise known as ICER. A website was created and new representatives were recruited.

In 2021, a series of documents forming a 'Launch Pack' for each represented country was created. The documents include a chronological 60 case summary of worldwide UFO reports dating back to 1942.

ICER wrote to key stakeholders from each represented country, including heads of state, senior military officers, aviation professionals and university professors, explaining the unfolding UFO disclosure process in U.S.

The official launch of ICER was May 25th 2021. It was registered on May 27th in Portugal as a non-profit organisation.

ICER’s mission is similar to the one defined previously with the Chinese:

  • To collect worldwide UFO data

  • To inform all levels of global society about the reality of UFOs

  • To bring the subject to an international organization, such as the UN.

ICER also wishes to prepare for peaceful contact with non-human intelligences. And recently, ICER has decided to undertake scientific research on the UFO topic.

Secret International Collaboration?

In October 2018, the CUN met with Lue Elizondo and Tom Delonge in Rome. Present from the CUN was Roberto Pinotti, who had attended both events organised by the Chinese.

Since China’s failed effort, ICER members (including Pinotti) have been in regular contact with Elizondo, who is the public face of UFO disclosure in the U,S.

Despite China’s failure to press ahead as planned, its efforts undoubtedly set the foundation to where we stand today, with San Marino and its potential formal UN request.

In fact, Elizondo cited the Five Continents Forum as one of the big achievements of the current disclosure process.

Elizondo advises several ICER representatives, and encourages them to select the best documented UFO cases, so that they can be presented in an optimal way to scientists and official organizations.

In collaboration with U.S. officials, Elizondo can establish dialogues and cooperation among governments, scientific and technological research organisations. This could help advance requests, declassifications, and the facilitate creation of research and awareness programs.

The Chinese-led initiative was intriguing. One wonders if there was international coordination behind the scenes. It can be assumed that Russia was involved, given its representation at the Moscow conference.

There have been rumours of a tacit disclosure agreement between six countries, including the United States, China, Russia, Italy, San Marino, the Vatican, in addition to officials from the UN.

One might wonder if there was a behind-the-scenes disagreement, which led to China’s withdrawal - China has disappeared from the scene for now and is not publicly (at least) engaged with the current initiative led by ICER.

Let’s hope that the public absence of China will not diminish the chances of San Marino’s proposal being accepted at the UN (if it is proposed).

However, in case of failure, a new international organization dedicated to the subject of UFOs could be established, something previously suggested by Elizondo.

Can UFO Disclosure Usher In A New Era Of Global Cooperation?

The UN has been informed about the UFO subject for decades.

But shouldn't the UN be actively encouraging countries to cooperate, so that the cover-up can end? After all, this could bring about unprecedented global cooperation, which could usher a golden age of peace and breath-taking technological breakthroughs.

Disclosure affects the entire world and must be managed by an international organization that can promote dialogue, cooperation and peace.

Decades of revealed secrets may create geopolitical tensions due to the extent of the cover-up.

Where would we stand today if disclosure had come sooner? Perhaps we would be sharing new technologies acquired through study of UFOs, especially if crashed debris exists.

Putting the past to one side, the current situation is reassuring. There are apparent factions in six leading governments that wish to see disclosure. Behind the scenes, today’s progress may have been coordinated between such factions.

The Five Continents Forum, organized by the Chinese and Russians (with rumoured tacit support from the U.S. and other states), will be remembered as a pioneering event in history.

The Forum has created a potential path towards a cooperative, international, civil and transparent scientific and technological research, which may change our world forever.

This could considerably reduce military tensions between countries co-investing in such research. One may think this is a naïve ideal knowing the relations between great powers. However, this is the assertion from Elizondo (a known pragmatist), who may understand the ongoing coordination efforts.

Significantly, Elizondo has also spoken about a future world without borders. Read Elizondo’s words, and imagine what he may be implying. The below transcript is from Eliondo’s recent interview with The Debrief’s Chrissy Newton:

I tend to think Elizondo’s words do not reflect a wish, but a real project coordinated between China, Russia and other nations. I also believe that there are pro-disclosure and pro-cooperation factions in many governments, which are increasingly growing stronger.

Remember this, Elizondo is very exact with his words and provides easter eggs in all interviews. Everything he says is well considered - there are no accidents.

Although I believe international coordination is occurring, there is no certainty that every country will agree to share knowledge and power. For instance, we know from Tim McMillan that the UK may not want to discuss this topic.

Behind the scenes, governments may be deciding whether mankind will remain divided or become united for the sake of disclosure and the world of tomorrow.

We are at a crossroads, and it doesn't take a sophisticated analysis to see that there are no peaceful democratic prospects in pursuing a secret military competition for the UFO technology.

The power at stake and the danger of the weapons it would enable are too high. Our current global security is already fragile, and any future conflict may involve nuclear weapons, which could threaten the survival of mankind.

The cover up shows how dysfunctional our civilization is. For instance, we are on the brink of ecological self-destructive, all because competition takes precedence over preservation.

Secret science is hugely ahead of open science. That’s a big deal, especially at a time when the gap between rich and poor is still huge, and the fact we are in the midst of a climate crisis.

To face these great challenges requires transparency, honesty and cooperation. Currently, powers are dispersed and hidden in an invisible maze.

To remedy this disturbing situation, global cooperation is needed between both friends and foes. As described by Elizondo, this can be a win-win situation for all nations involved, if handled correctly.

Notice how Elizondo speaks of UFO research being close to providing concrete industrial results. Remember, Elizondo considers his words very carefully. I tend to believe Lue. And if this is the case, it may be one of the reasons behind the disclosure process.

An awareness about the presence of other intelligences must unite us in order to better understand them, to better protect ourselves from potential negative aspects, and eventually to cooperate with some.

But perhaps “they” are already influencing our governments in this historical process.
