Trump Still Holds the Cards on UFO Disclosure After Midterm Defeat

Written by Christopher Sharp - 4 November 2026

Attempts to persuade President Donald Trump to deliver a disclosure speech on Unidentified Anomalous Phenomena (UAP) before the midterm elections have failed.

Democrats have now won control of both the House and Senate.

Republicans, however, retain their majorities until the outgoing Congress’s term ends on 3 January 2027, while Trump’s presidential term is due to end on 20 January 2029.

For now, Republicans still control the congressional agenda, and Trump continues to lead the executive branch that holds much of the information disclosure advocates want released.

The House adopted Representative Eric Burlison’s UAP Disclosure Act (UAPDA) amendment on 22 July 2026, as part of the National Defense Authorization Act (NDAA) for Fiscal Year 2027.

Those provisions now need to survive negotiations over a final bill that both chambers can pass and send to President Trump.

Republican congressional leaders will have substantial influence over whether they are retained.

If fully passed, despite successive failed attempts, the UAPDA would strengthen the records system established under the FY2024 NDAA.

In its House-passed form, it would:

  • Require agencies to preserve and transfer UAP records to the National Archives, including covered records under government control through contracts or other agreements

  • Establish an independent, nine-member review board, appointed by the President with Senate confirmation, to examine records, hear testimony and use subpoena powers

  • Require full disclosure within 25 years of a record’s creation, unless the President certifies that the harm from release would outweigh the public interest under the legislation’s criteria

  • Require a Controlled Disclosure Campaign Plan, with continuing reviews of information whose release is postponed

  • Require the government to acquire privately held recovered technologies of unknown origin and biological evidence of non-human intelligence through eminent domain, should such material exist, and make it available to the review board.

The President would still have authority to postpone certain executive branch releases under the legislation.

The review board would operate until 30 September 2030, with the wider disclosure obligations continuing until the Archivist certifies that all covered records have been made public in accordance with the law.

Its purpose is to carry disclosure beyond a single presidency, making it harder for a change of administration or congressional control to bring the process to a halt.

For now, President Trump can authorise further UAP releases and explain what his administration knows about whistleblower claims that the U.S. government and its contractors have recovered non-human vehicles and are working to reverse-engineer them.

Liberation Times understands that several insiders within Trump’s personal circle remain convinced he will disclose. Some have even expressed concern that he could reveal too much.

Sean Hannity, Dr Phil and Matt Gaetz are among the media figures in Trump’s circle who have repeatedly discussed UAP and interviewed whistleblowers and witnesses.

New York Post columnist Cindy Adams, a longstanding friend of the President, last week urged the U.S. government to release evidence of non-human intelligence for independent scientific scrutiny.

The President’s daughter-in-law, Lara Trump, has also suggested he may already have a speech prepared on extraterrestrial life. Speaking on the Pod Force One podcast earlier this year, she said:

“I’ve heard kind of around, I think my father-in-law has actually said it, that there is some speech that he has, that I guess at the right time, I don’t know when the right time is, he’s going to break out and talk about and it has to do with maybe some sort of extraterrestrial life.”

However, others who have spoken to Liberation Times doubt that the President has the character or sustained commitment to deliver meaningful disclosure. And following midterm losses, the President appears to be increasingly unhinged, according to reports.

The administration has continued publishing files through PURSUE, the Presidential Unsealing and Reporting System for UAP Encounters.

The Pentagon-led initiative followed Trump’s direction to identify and release government files relating to UAP and extraterrestrial life.

Among the released tranches are accounts from special agents who described a silent triangular object hovering before accelerating rapidly, and a senior intelligence official at ODNI who reported encounters with glowing orbs.

Sources speaking to Liberation Times say investigative work within the White House has also been examining allegations of concealed crash-retrieval and reverse-engineering programs, led by Trump Deputy Chief of Staff for Policy, Stephen Miller.

Little has been said publicly about that work, or what the administration has learned from the encounters described in the PURSUE files.

For years, the House and Senate intelligence committees backed UAP legislation, while public hearings brought the subject to a wider audience.

As those committees and some of their leading supporters became less vocal, other House lawmakers carried the public push for disclosure forward.

With UAP now a White House priority, that effort has reached the highest level of the U.S. government.

With control of both chambers from January 2027, Democrats will have an opportunity to press the White House for more information.

That could include scrutiny of allegations that Trump authorised UAP shootdowns and that U.S. officials conducted operations to attract the objects.

The White House and Pentagon have not commented to Liberation Times on the alleged shootdowns or operations to lure UAP, despite repeated requests.

Representative Eric Burlison has already spoken publicly about a classified briefing concerning an apparent attempt to attract UAP.

In an interview with Dr Phil published on 15 October 2026, Burlison recalled that, in the autumn of 2025, ODNI officials had been winding down an investigation that had lasted years and produced few answers.

He was later called back to the same office. Burlison recalled being told:

“Sir, things have changed. We really need to bring you in and update you.”

According to Burlison, the new briefing concerned an encounter in late autumn 2025 at a military installation in the western United States, where personnel from several intelligence agencies had witnessed unusual objects.

Speaking separately to Annie Frey, Burlison described an effort to create conditions that would attract UAP so they could be documented. He said:

“That briefing is the one everybody wants.

“Yes, other members of Congress have heard about this. Leader Scalise got the briefing along with a couple of other members.

“I had only told Leader Scalise about this, and now everybody wants this briefing.”

If Democrats receive the same briefing, they could press the administration to explain what happened, who authorised the alleged operations and what evidence was obtained.

They could also demand that more of those findings be made public.

Before the election, the New York Post reported on 31 October that Democrats were preparing to make UAP transparency a focus if they regained the House.

Representative André Carson, who chaired the 2022 public House intelligence hearing on UAP, accused the administration of moving too slowly on disclosure.

Citing unnamed insiders, the newspaper also reported plans for a Democratic UFO caucus and a select committee to supplant the Task Force on the Declassification of Federal Secrets, led by Republican Representative Anna Paulina Luna.

If Democrats follow through, they could put Trump under pressure to explain his administration’s activities while competing to deliver the transparency he has promised.

For a President who has sought credit for opening the government’s UAP files, being overtaken by the opposition would present a political problem.

However, the House Committee on Oversight and Government Reform, which oversees Luna’s task force, appears set to prioritise investigations into Trump and his administration.

Representative Robert Garcia, the committee’s top Democrat and expected next chairman, posted a two-word warning on Tuesday night:

“Lawyer up.”

Garcia has already outlined four main areas for investigation: allegations of Trump family corruption, abuses by Immigration and Customs Enforcement and the Department of Homeland Security, corporate corruption, and the Jeffrey Epstein scandal.

Republicans still have the closing weeks of this Congress to secure the disclosure legislation. And Trump has more than two years left in office to decide how far he is willing to go.

He still has time to deliver the moment his friend Dr Phil has described: the government standing at a podium and declaring, “We are not alone.”

If such a moment were to occur, it would certainly change the entire political landscape, both at home and abroad.
